Contract Job Manager is an Access Evo App rather than an Access Recruitment CRM app.
To use it you need to do the following:
In Access Evo, click the Manage your Workspace button
(the icon with a red folder and the word Workspaces).In Workspace, click on the newly created tab and then click the green +Add App button.
In the Select an App for your Workspace window, scroll down the right-hand side window until you find the Recruitment option.
Click the Recruitment option.
A list of recruitment-related apps will appear in the left-hand window. Scroll down and click the Add to Workspace button for the apps you wish to add.
Start using the apps you have chosen.
