Attributes can only be created, when processing CV's through CV Parser, if the attributes are Approved Attributes.
Initially all attributes added to the system will be classed as Pending Attributes, meaning they have to be approved for use before the can be used when processing CV's.
In order to move an attribute from the Pending Attributes to Approved Attributes, do as follows:
Click Options and then click Manager
Click CV Parser and then click Pending Attributes
Click on an attribute and either Approve or Reject it

To enable automatic creation of new attributes:
Click Options and then click Manager
Click CV Parser and then click CV Parser configurations
Tick Create Applicant Attributes
To disable automatic creation of new attributes (but still allow the system to auto-assign any attributes created so far):
Click Options and then click Manager
Click CV Parser and then click CV Parser configurations
Untick Create Applicant Attributes
To also disable attributes created so far from being auto-assigned to applicants:
Click Options and then click Manager
Click CV Parser and then click Approved Attributes
Tick all or some of the attributes listed, then
Click Action and then click Reject
